The net weight is only for your household goods and would not include the auto. If you took out insurance file an insurance claim immediately. Insurance will not want to settle a larger insurance claim for loss items so they will contact your shipper to find the goods and have them shipped to you. Actually US Customs does not charge for the inspection itself. The charges all come from third parties than handle the work on behalf of US Customs. First you should ask the shipping company for a copy of the actual invoices showing what they paid. The document you received sounds more like their invoice rather than the actual fees paid.
