Transportation Estimates - Why so different?!

I have two "not to exceed" proposals. Both companies use the same software to calculate estimates, so they were easy to compare. While the cartons, packing and unpacking estimates are similar, can anyone tell me why the transportation costs are so different? Also, let me know if I should be concerned about either company, in general and with respect to these transportation costs. Here are the transportation costs from the estimate sheets:

North American/Andy's Transfer & Storage:
Transportation, 10,000 lbs, 27.4, $2740.00
Fuel Charge %, 18.000, $493.2
Total: $3233.20

Ortiz Bros.:
Transportation, 10563 lbs., 50.92 - 15.0%, $4571.88
Fuel Charge, 12.00% - 15.0%, $548.63
Total: $5120.51
